Introduction
Sport England is the government agency responsible for advertising, investing in and promoting community sport to create a more active nation. Our ambition is to get two million people more active in sport by 2012, and to make sure that participation is sustained.
One of the main ways to reach this goal is to look into encouraging juniors to start playing golf, and to stay and succeed in the game. They are the future of the game, so extra lengths need to be taken to ensure that junior golf in England develops fully and as well as possible.
Golf throughout England is growing, with 743556 (2006) members in 1921 golf clubs and courses throughout England. There are a total estimated 2.5-3 million golfers throughout England, although a large proportion are not members of clubs.
Of all club members in England, junior members only make up for 9% of the total. With the ageing golf population it is important to introduce junior golfers to the game if golf is to remain prominent and to grow throughout England.
After Receiving Funding to do develop junior golf throughout England it is essential to recruit 8 Regional Junior Golf Development Officers. This department can work alongside certain agencies to help ensure success within junior golf.
Work can be done with local education authorities to gain school links. This will be beneficial to introducing golf to schools, in the form of tri golf and other suitable methods by organising the provision of equipment to enable physical education teachers to integrate golf into their curriculum. It will help to establish an interest in golf by engaging children in a structured golf curriculum. It can be run in a fun and safe environment for the children to ensure they remain interested. .
The links created between the education and golf communities will give greater access to regular youth golf programmes, and can provide an accessible transition opportunity for those interested in taking the game to the next level and playing at a golf facility. The PESSCL strategy is in place to help with school sport and club links.
Work can also be done with other agencies;
- Youth Sport Trust – Primarily responsible for improving the quality and quantity of school sport.
- English Golf Union – The governing body for men’s and boys amateur golf throughout England.
- UK Sport – Responsible for elite sport and world-class events.
Within county golf partnerships, the development plan states certain things to be addressed and improved. By working along side these partnerships we can ensure that this plan is achieved in the near future.

The above organisational chart is representative of the working relationships and reporting lines. The 8 new positions (Regional Junior Golf Development Officers will be under the authority of the National Golf Development Coordinator.
Each of the new positions will work along side the various organisations in an effort to develop plans and techniques to help attract new juniors to the game and develop it as a whole.

We are seeking 8 Regional Junior Golf Development Officers to work in a team environment with the goal of improving junior golf throughout England. Tasks range from improving programmes already in place to encouraging new juniors to take up golf in a fun and safe environment. A lot of work will be done in conjunction with other agencies to help achieve these goals.
We are looking for individuals who have a genuine interest in the work done by Sport England, and are capable of working efficiently in a team environment. Applicants should be capable of interacting with people of all ages and backgrounds. Sound communication and IT skills are also essential.

This advert has been created to advertise the new posts within Sport England. This can be placed in relevant publications for the appropriate potential applicant to view.
Newspapers are a good source of advertising. An advert of this size can be placed in the Manchester Evening News Recruitment section for £4383. The Guardian on Tuesday offers the same space for £5832.70. These publications will be effective as it is viewed by many people throughout England, so has a large probability of being noticed by potential applicants.
The vacancies can also be advertised on the Sport England website, which will have no cost, but will still have potential to be viewed by anyone interested in Sport England’s work.
Advertising in major golf magazines may be effective, but is much more expensive, with costs of around £10,000 for a similar size advert.
Listing the job at recruitment agencies throughout England will also provide a wide range of jobseekers to view the advert and potentially supply a high rate of suitable applicants.

This position will report to the National Golf Development Coordinator. It will have working relationships within Sport England and a variety of different sports organisations and governing bodies.
Brief Description
To work as part of a team with the goal of developing junior golf throughout England. Work will be done with a variety of different agencies to help attract new juniors to take up the game and help them to succeed, along with developing the game for successful junior golfers already competing throughout England.
Main Duties and Responsibilities
- To work under the authority of the National Golf Development Co-ordinator to help bring success to junior golf within a region of England.
- To help set up and promote junior coaching programmes for all level of golfers.
- To provide quantitative and qualitative progress reports on the junior coaching programmes.
- Help co-ordinate events in liaison with both internal and external agencies, clubs and sports bodies.
- To work with designated groups from a wide variety of backgrounds.
- Help to provide a safe and fun learning environment for juniors.
- Work to initiate links with education authorities to introduce golf into schools through physical education classes or after school clubs.
- Help promote the correct image of golf to attract new juniors to take up the game.
- To produce reports including the following categories:
- Coaching Plans

- Results from organised junior events
- Evidence of measures to promote a safe and fun environment

- Good first degree or postgraduate degree.
Experience, knowledge and skills:
- Experience working in a team environment.
- Experience of conducting both quantitative and qualitative research including questionnaire based surveys
- Experience of processing and analysing data and implementing changes.

- A high level of computer literacy with experience in office software packages.
- Proficiency in the use of research, statistical and database packages.

The interview panel will be made up of the National Golf Development Coordinator and other senior members of staff with interview experience.
The applications will have been graded using a competency matrix, so this will be used to help shortlist the applicants to pick out the ones who may be suitable for the job.
The interview questions (See appendix Pg.11) have been developed to gain as much information as possible from the applicant.
Questions one to three assesses the applicant’s knowledge of Sport England and the work they do. They will also reveal what attracted them to apply for the post.
The remainder of the questions detail situations they may face in the job and will determine how they have dealt with similar situations in the past.
Questions have also been included to determine if the applicant has any personal ideas of how they could help develop junior golf throughout England.
An interview scoring matrix (See appendix Pg.10) has also been produced to have a way of objectively assessing applicants during the interview. This involves scoring them on their responses, and the scores at the end will help the interview panel see if they are suitable for the job.
